Hi Emma,
I can't see a problem as it appears they are only after proof of identity and address. I'm sure he will be fine.

They just want to prove there is someone there with parental responsibility.

Hi - your IVA will have no affect on his credit rating at all. Has he has his national insurance card through yet? This may also help with the id.

Shrews,
What they are asking for is simply paperwork to prevent money laundering and is perfectly normal. Your details are only required due to your son not having enough paperwork and history to satisfy the money laundering questions staff have to answer themselves when authorising that the account be opened.
He'll have his new account up and running with a cash or debit card before you know it, and he will have the benefit of you teaching him where money comes from, how to earn it and how to respect it. You can also educate him around debt and how to deal with it sensibly. You are starting him on the road to a sound financial future. Good for you !!

Barclays are one of my creditors (Barclaycard credit card) and they still allowed me to open a basic current account during my iva.
They noticed as it came up on the computer as they processed my application but they still accepted me so I'm sure your son will be ok!
