If you qualify for a DRO your IP should have told you this as it would probably be a better option than an IVA. Have you looked into whether you do qualify or not ?

It may be difficult to apply for a DRO when you must show a surplus income of less than £50 if you were proposing to pay more than that in an IVA. You should consider speaking to the CAB who may be able to help.
