IVA began Jan 2013 discharged in January 2016 (certificate issued and received).
Does the 12 months cooling off period begin from discharge date or from IVA end date? in which case when will this drop off the Clearscore report??

Your credit rating will be shot until next year. I've not heard of a 12 month cooling off period.

I'm not sure what cooling off period you are referring to either?
I presume your IVA finished successfully, albeit early?
You might find this quick video I made about cleaning up your credit record useful:

Noddle and Clearscore are also free credit agencies to consider using:

There is no "cooling off period". The year to which you refer is the usual period between the end of a standard 5 year IVA and the 6th anniversary when it drops off your records (providing the completion certificate has been issued by then). If you have a 6 year IVA or an extension due to equity release it will drop off when the certificate is issued (as this will be after the 6 years it would stay on record once completed) .
