My Iva finishes in January 21
I pay £150 pm
Iva have just had £1000 ppi sent to them, will I still have to pay the remaining £450

Yes -- unless this takes you over the total of the full original debt, plus fees and possible statutory interest. PPI refunds do not replace regular payments or go towards them, they simply go towards getting creditors a better return.
