S.258.6 states: subject as above, the meeting shall be conducted in accordance with the rules. this wording "subject to the rules" is mentioned quite a lot in different sections,. Could you explain what is meant by "rules"

Mostly likely the protocol upon which the proposal was written around. The proposal itself should mention which is being followed.
