I am trying to put together budget for IVA application . Where can I find a guidance for what is reasonable spending? How much to put , so it is accepted?

You need to put what you actually spend --- sometimes we are allowed over the guideline figures with a reasonable reason. Your prospective IP should tell you if any figures are OTT and discuss this over the phone.

The guideline figures are rarely published ( the last one I managed to get was in 2015 ! ).
