Is it impossible to get public liability insurance when in a iva ?

It can be hard but some people have been successful with Hiscox.

Not impossible -- but not easy ! Some have managed through Hiscox and some get insurance through trade associations ( possibly as part of a membership package --- but do check that a packaged insurance policy will still cover you --- after a claim is not the time to find out otherwise ! ) .
