Could I rent an appliance while I have an IVA as my washing machine broke and can't afford new

Best to run it by your IP, but it should be OK as a rental, rather than an HP or lease arrangement. You might have to fund it from other expenses though. Alternatively you could ask for a payment break for a couple of months (which will be added on at the end) to fund a new machine.
