I have total debts of £28000. My solicitor has recommended an IVA. What questions should I ask? Should I borrow a lump sum to pay off some of the Debt?

If you borrow more, even if you could get credit, you would potentially be getting further into debt.

Speak to a couple of IVA companies, preferably the smaller ones, and take advice from them.

An IVA isn't the only solution available to you and you should do some research as well as speak to a few Insolvency firms.
I would suggest the smaller / medium sized firms, rather than the "IVA factories". In the smaller firms you are likely to get a more individualised service as well as direct access to the IVA supervisor.
A decent firm should take a full history and then advise you on the pros and cons of each available solution, for you to make the choice.
