Hello Erica and welcome to the forum.
I am not an expert, but I am sure one will be along in a moment to answer your question.
Not sure about secured loans or council tax myself.

Mortgage arrears, i believe can not be added to the IVA as with the secured loan.
Council tax, however, i think can be added but i think it has to be for previous years and not the coming year.

Hi erika and welcome
Only unsecured debts can be included, council tax can be but nothing that is secured in anyway like mortgages.

Hi Erika,
You can get previous council tax arrears included. My partner had the money for my half of our council tax, but as I found out after he died he never paid the bill. I recieved a summons and spoke to my IP who got it included in the IVA saving me a court order, baliffs, etc.
Good luck with it, everyone on here will help in any way they can - experts for expert advice and others like me for support and companionship,
Hugs,
Chardonnay
