If you mean are they included in IVA's then the answer is yes - all unsecured and preferential debts must be included within the proposals.

If you are considering IVA or Bankruptcy, then yes, inland revenue debt must be included. If you are considering a Debt Management Plan then the IR might cause you some significant problems.
