I have an unsecured loan on top of my mortgage with northern rock for £22459, which is approximately a third of our debt. We have been told that their policy has changed and because it was taken out in sept 2004, it should be accepted in the IVA is this true?

Hi Joanne and welcome to the forum
Nothing is ever certain in the world of IVAs, however I have successfully put forward a number of similar cases to yours over the last year to this creditor, and can honestly say that they support the great majority of cases put forward.
It might be worth having a chat with an insolvency practitioner more specifically about your circumstances, so that you can consider all options.

Thank you for the warm welcome. It's nice to have somewhere to turn to to find some friendly support and advice at a time when you most need it. And when it can be difficult to talk to the people you would normally turn to, as the idea of large debt is terrifying to most. And hysterical family doesn't help to make the process easier.
