Civil Procedure Rules will still stand in that the Claimant will need to get the CCJ and then look to enforce it.

The key to preventing bailiff action is to apply to the court for time to pay... make a realistic payment proposal that you can substantiate with a means statement. 99.99% of the time a court will accept this and make an order for you to pay the suggested amount, keep up with the agreed payments and no bailiff will ever call without a court order.

The one area which the Bill is very poor in addressing is the issue of regulation. whilst a high court judge has to swear them in at the beginning of there carear they do not regulate them despite them regularly saying that act on behalf of the courts.

On the issue of family pets - bailiffs can do that today !! They can recover any items of value to satisfy the court order. In fact it has been known for them to recover a pond full of valuable Coi Carp !!!!
