Mobile phones are usually allowed.
Smoking may or may not be. Different peoples experiences have been different where this is concerned.
Its worth adding it anyway and see how you get on.

Make sure you include ALL your reasonable expenditure - your IP will help you on this via a "crib sheet". I am a smoker but left it out of my expenditure list (didn't think it would be allowed, but I was wrong - a modest allowance is accepted, I believe, by most IPs). I'm glad I did - I haven't given up but I now smoke roll-ups (very thin ones)and have cut down by more than a half. The late John Mortimor (via Rumpole) said "it isn't worth giving up any of life's pleasures just to live a few days longer" Don't suppose Rumpole would have been allowed to say that today!!
All of your reasonable household expenses are allowable and as long as it falls within the Common Financial Statement or CCCS Guidelines they will be allowable. Even a modest sum for contingencies.
