If for example in an IVA your expenditure was £ 40 per month on gas, electric,water rates and telephone , and you were able to make savings of say £ 8 per month on each , would at the annual reviewe the allowances stay at £ 40 for the next year or because you have made savings they then be set at the lower rate of £ 32 per month ?

No one will ask to see your bills so if you can make a saving it's yours to keep,just put the same figure down as the previous year,you never know when the cost will go up again.I'm sure that there will be costs that you incur that are not budgeted for.
Keep turning those lights off !!

Welcome to the Forum Clasher,

You might find that even though you are saving £8 on your utility bill you are spending a little more on somethingelse. Even if you are not spending more I would add this £8 to your contingency fund, this will give you more savings for a rainy day.
