I emailed Smile and recieved one back today. Under an IVA they will only let me have an electron (whatever this is) card. No cheque book. I wonder why people are treated differently. Still haven't heard from RBS and still haven't managed to get another account up and running as working every day at the moment. Scared crunch time will come, but have little choice at the moment. My IP is satisfied with these as at my last Annual Review i sent him Bank statements which indicated I am issuing cheques for some bills. Having said that most my banking is done on the internet or direct debits.
