if somebody earning £800 per month, and he is under debt of £70,000. can he apply for iva.

I would doubt whether someone earning such a low amount would have the disposable income to make a serious offer in an IVA for £70k of debt, but as Viki says if the expenditure is low and a reasonable disposable income is available, why not?

Looks doubtful - what is his net disposable income left over to fund an IVA?
