can i use a iva to pay off a bancruptcy and charging orders

You can convert a bankruptcy to an IVA, so long as you have not been discharged from bankruptcy, but this will not address those debts which have become secured by charging orders.

If you are already bankrupt, and wish to propose an IVA, ask the Official Receiver if you qualify for a "Fast Track" IVA which is a simple process and will be much cheaper than appointing a private sector IP.
