can London Clearing House deduct fees from account

Hello
I have an account put on hold by LCH(London Clearing House)for cost of transfer of money .
If I can not pay fees out of my account what do the office of LCH do to have fees ?
Can they deduct their fees from my account?
What does law say here?

I think that you are asking the wrong people.
