Probably not, it's unlikely you would be able to obtain a remortgage during an IVA, if you are struggling with your budget then you need to speak to your IP in the first instance to ensure your budget is set correctly
welcome to the forum - before speaking to any expert or finance company on this matter, you will need to gain the permission of your IP and your creditors. Speak with your IP - if there are benefits to you doing this in so far as a higher return to creditors then they may sanction it.
However, even they agree to you doing this, you may find it somewhat difficult to gain a remortgage whilst in your IVA. It is not impossible but your individual circumstances would need to be reviewed by an expert to establish the situation.

I think that the poster is asking whether they can consolidate their existing mortgage and secured loan into one mortgage. If my assumption is correct, and the new payments would not be more than they are paying already, then it is unlikely that your IP would have any objection - however as other posters have highlighted this may be difficult unless you have a low loan to value. Try your existing lender as a first point of call.
