Completion with outstanding PPI

Hi all
I posted a while ago about my frustration with DFD and EiF taking so long to sort out PPI.
My IVA started in Jan 2007 and I made my last payment in March 2012.
It has now been just under 2 years since I made my last payment, no Completion Certificate and EiF have reclaimed a grand total of £21.
I spoke to DFD in October last year and asked about completing with outstanding PPI.
I finally got an e-mail this week for a variation report and requesting me to sign a Deed of Assignment.
It is also asking for a witness to sign the form, can this be done anyone I know like a parent?
Also in the report it refers to Certificate of DUE Completion.
Is there a difference in receiving a certificate like the above or a normal completion certificate? In regards to credit file and credit score.
Needless to say I want to sign this form and finally put this all behind me but I also don't want to be penalised for asking them to finally sort this mess out.
Any feedback welcome

Notwithstanding the fact that you are frustrated with the delays, I suggest that you sign the forms and return them so that a line can be drawn under the matter. Anyone over the age of 18 and of sound mind can witness the form for you.
