Speak to your IP -- they might allow a payment break to let you pay the CT. This will be added on to the end of the IVA. To stop things like this happening you should get into the habit of checking your bank account daily to make sure things do go in and out as planned.
My opinions are merely that .. opinions based on experience. Always seek professional advice.
IVA Completed 23rd July 2013 .... C.C. 10th January 2014

It should be simple enough to sanction a payment break so as Foggy says contact your IP and show them the correspondence.

I am 14 months into an Iva and I am falling behind with my council tax I set up a direct debit but it hasn't been going out now the council
Want £198 a month off me to pay it off before April. I can't afford that I have asked for reduced payments and am just waiting to hear back. Will my Iva fail if I get into debt with it again I'm so scared I'm back to square one.

As stated on your other post it should be possible for you to get a payment break or reduction to sort this out. Your IP will be able to help.
