early discharge from BR

As in matt,s case he does not either have to pay an IPO/IPA could he too apply for an early discharge or is it down to the OR.

You don't apply for your discharge, the Official Receiver will grant if to you when he is ready. The rules are generally one year, and I think that this is more than fair, although some Official Recievers will actually grant at an earlier stage just to get the file off their desk!
