A full and final settlement offer was made in January 2016 and excepted but I still haven't received my completion certificate is this normal? And is it right I can't move on with my life fully no matter what it bring ie getting loans ,morgages,winfull ect ? Until I get this certificate and once I do get it is that is all finished with other than miss sold ppi? HELP

Hi. It is early days for getting your certificate. Some firms manage to issue them in weeks, some take 6 months as a matter of course. I generally feel 3 months is the "norm".
Until you get that certificate any windfalls will still need to be paid over. The IVA will remain on your credit file for 6 years from the start date and, while it is there, you will not get a mortgage and will find difficulty getting other loans at anything like reasonable rates.
Once it drops off your record loans will become easier ( but you don't want to start all that again, do you?) and mortgaes will be available to you, but some lenders will not want to know at all, while others will.
My opinions are merely that .. opinions based on experience. Always seek professional advice.
