I believe so.

If there is no refund in your case, then there should be no need to delay closure, but only your own IP could verify this, and if BE had charged fees prior to the handover to GT then they will still need to wait for the refund as prior to the Paymex case, BE would have been deducting VAT and paying it over to HMRC.
