Still no fees and provided your circumstances are appropriate cannot see the IVA being rejected. Seek out a good practitioner - many recommended here for the appropriate advice.

If your IVA application was rejected - you would just carry on with your DMP with Payplan.

Have you looked into how bankruptcy would affect a Chinese Visa? It might be worthwhile checking.
