An IVA effectively starts with a blank piece of paper, and effectively anything can be written into it which so long as you, the creditors and your IP agree becomes contractual.
That said, and especially with the advent of the IVA protocol, there are accepted guidelines with regard to the level of equity which is required to be paid over - which in your case you say was 100%.
I am rather confused as your other post states that your IP is the Secretary of State - could you please clarify whether you are bankrupt, as it would be very unusual for the OR to be acting as Supervisor in an IVA.
I think he was referring to Davids post about the regultory bodies, and for his IP it's the Secretary of State.
Tht's the way I read it anyway.

No idea and it is certainly a matter that requires further investigation by you by asking of your IP why?
