I have had problems getting credit

I took out an IVA in Feb 2002 and this completed in FEb 2004. Should I be able to clear any of the previous debts off my credit history by now? I'm not sure if the 60 month period often quoted is at the end of th IVA period or the beginning of it. I have had problems getting credit due to credit score.Mqny thanks for your assistance
