I was just wondering would it be difficult to do an I.V.A for someone who lives and works in a british embassy in a foreign country, as it is technically classed as british soil, and would fall under the same consumer credit guidelines and enforcement procedures as if they were living in the u.k mainland.

It is definately possible for the reasons you state. I have acted once or twice in my career for embassy employees.
