i want an iva but i have permant address can still have one?

Do you mean that you DON'T have a permanent address?!!!

How much you owe?
Who to?
A little about your current residential status?
Are you working?
Rough disposable income (income less living costs)?

You will need to use the address that you have been living at for the majority of the last six months within your IVA proposal, and this will also dictate which Court your papers are filed in.
