If I take an IVA out I have been allowed £26 for SKY TV. Can I pay more for it if I spend less on something else. How will the IP monitor this?

Unless the IP asks for bank statements, they won't be able to monitor it.

If you can make small savings and fund a more expensive packet, there is nothing to stop you from doing so.
