It has been two and a half years since I made an offer to clear my IVA. I offered about 20p in the pound as a final payment. I have not received a response yet and I have not paid any further money since. I still have two years to run in the IVA. Should I just keep quiet and wait till it finishes ??

It has probably failed, or slipped down the back of a filing cabinet -- who were you with ?

Surprised you have not been informed of failure having missed payments for that length of time.
Have you not received any correspondence from them at all about your annual reviews that are due or anything?
Have you attempted to make contact yourself in this period of time? If not why not .... your iva is your responsibility as well as your IPs and ignoring it may have further and more serious consequences later ...(sorry if that sounds harsh)
i urge you to make contact and resolve this outstanding issue either way so that you can move forwards and have a clear picture of your financial situation !
