my mother is housebound due to medical problems is it possible for me to act on her behalf to declare her bankcrupt as she has a lot of debts that she cant afford and is is serious debt.

You will firstly need to get a power of attorney to deal with your mother's affairs in order to make an application. Any good solicitor ought to be able to sort this out for you.

You need your mother to grant you Power of Attorney. Google it and you will find a number of places where you can get the forms at negligible cost.
