They are not part of the 75% if they do not vote, but they are bound by the decision made by those that do bother to vote.

If you have a rejecting vote of 24%, your IP will need to get all of the other creditors to vote in order to ensure success. This is not as difficult as it sounds, as most major lenders do actually vote in my experience.
