I think I may have answered this in another later post from you, but if you can find out who your IP's regulatory body is, then I can find details for you.
Your should find somewhere on his letterhead the words
"(IP's name)is licenced to practice as an insolvency practitioner by (regulatory body)"
This is usually the Institute of Chartered Accountants in England and Wales, or the Insolvency Practitioners Association.
