That's more or less the gist of it - if the creditor who charged PPI has a debt included in the IVA then the reclaimed amount may be used to offset against the same debt. If the debt has already been paid off, then the reclaimed amount will almost certainly need to be introduced into the IVA and distributed to all of your unsecured creditors.

While you're on the phone to your IVA company it's worth asking them about it.
