I mean having people parked outside your house, being followed, having firworks fired at your house, etc

That certainly is illegal - how do you know it is Moorcroft?

I have never heard of any company doing that.

I know it is them. They are the only debt agency who would contemplate such behaviour. They are the only agency which is still chasing me as the others are accepting my proposals for IVA.

I would suggest firstly that you get in touch with whichever firm is handling your IVA and tell them about this.
