Things work slightly differently in Scotland as Insolvency Law there is quite different. Usually £14k wouldn't be enough for an IVA but I beleive a Trust Deed could be possible as it is paid over 3 years and not 5 like an IVA in England, Northern Ireland and Wales.

I knew there were advantages of living in the highlands!
the guy i spoke to was an insolvency practitioner & financial advisor
and he sounded like he knew what he was speaking about.
