As has been pointed out make sure you're on the electoral role. It makes a big difference. Then once confirmed try again for a basic bank account, apply in branch. Or if you want a co-op account appeal the decision with evidence that you are now on the electoral role.
Think Banking should be a last resort as you have to pay a charge to bank with them.

Abbey National (which is not Santmanar) and Lloys TSB turned me down when I applied for a new current account. Yorkshire bank was brilliant, I told them I had an IVA and they has no problems. Will stay with them long after my IVA is complete. I was initially with Halifax but still use the account for shopping, as I put money in every month to help me budget (I owed them £12k) and found no problem with them either despite owing them money still.
IVA complete March 2014 after 6 years.
