I am in the process of an IVA. I opened a new bank account with Lloyds TSB.. just a normal current account with cheque book and no overdraft. They have sent me a visa debt card.. this is OK isn't it?

So long as it does not allow you to incur any credit, this should be fine.

I setup an account with HSBC before my IVA was approved and got a current account and debit card. I'm now 10 months in to my IVA and the other day HSBC offered me a overdraft and told me that I could have up to £1350...ohhh, sounds nice but I don't think so!!!!

Yes a debit card is fine as long as it does not offer you a credit facility.
