Might be worth just ringing them and asking them - your past payment history with them might go in your favour and enable you to get the phone and plan you want rather that settle for something else to avoid a potential credit check. If they tell you that the IVA will be an issue on the Refresh plan, then at least you have your answer...good luck.

Ok good news - they apparently don't do a credit check, it's just a few questions about 'credit worthiness' and she said I won't have a problem.
