There may be a clause to the effect that Stepchange can accept an offer without going to creditors, this will have been inserted by Stepchange as, until the latest 2021 protocol, introduced in April, the Standard Ts & Cs were not written this way.

In post April 2021 versions, using the new terms, the IP can accept a full and final, without reference to creditors if the offer covers all outstanding payments. Lower offers still need to be put to creditors.

As regards a full and final, it is your offer to be put forward and Stepchange should do that. However it does have to go to the creditors. It is them who will decide whether to accept or not, the same as with your original proposal.
