Same here - use eBay sales to load it and then spend online elsewhere. I even paid my Council Tax online with it.

My Paypal account just funds Ebay purchases. Paypal card does anything else I want to buy.

Council Tax is paid by direct debit.

Secure Trust is supposed to be good, and there is also the Clearcash card offered by Cleardebt.
