No expert - but no how can they its not your responsibility to carry it out its your IP who no doubt will have been withdrawing the fees for the work!
Carry on as you are but remember to note changes as at some point they will ask you to complete a revised I&E as part of the review

On the bright side - using cash not a bad idea at the beginning - nothing like having the cash in a tin and working out where the pennies are going - does get you into good habits - in an iva a bit of careless spending can mean beans for the week!

This is the worst time - calls and letters - but keep calm.
