I know.. but can I declare bankruptcy being a non UK citizen and also, will the Council debt be considered non-dischargable.

I am considering bankruptcy. I have a huge debt (£25,000) which an ex partner arranged with bank, then faxed me docs to sign, and foolishly I did, 2 months later he left... I have made no repayments since. I have also got a council housing overpayment (which is unjustified but they would not listen)...
