I think you are right - now the creditors can cap the fees, and if they think the IP is charging too much they can do a modification for lower fees.
I think they are pretty uniform now though.

Thank you for all the advice here, it so so appreciated and great that you can sounds things out on here, such a great source of information. I thought my fees are quiet high, suprised my creditors allowed this as I would have thought they would have been after the bigger chunk so to speak? Will contact my IP tomorrow and sound this out! thanks again Jeff

Your creditors are expecting £17400 and you have so far paid in £16050. So another £1400 to make the full return to your creditors PLUS you will need to cover the IP fees to date, they will probably be around 6k plus a variation fee for the full and final of 1k.
I would think that 8.5k would be a certain acceptance although you creditors may accept 6k and a dividend of around 15p.
