I have had an I.V A in the past and it was completed 2 years ago, however I have now been approached by a credit reference agency who have been sold a debt that was included in the arrangement. Although I have sent them a copy of the completion certificate they are still threatening legal action. What should I do now

I think that Linda means a debt collection company. I suggest that you send them a copy of your supervisor's final report and threaten them with a report to the Financial Ombudsman if they continue to harass you.
