I have not heard of inordinate delays with VN (others might have). I would give them a ring and ask for the reasons for delay and an expected timescale.
My opinions are merely that .. opinions based on experience. Always seek professional advice.

same here bee.10 . iam with GT. 2 years late still no got my CC. and GT keeps telling me it is in closure . yet letters of them for my payslips. do people still get an annual report post IVA
Hi. I have not receive a report for a while but I did receive a statement saying that only a minimal amount had been received by a debtor. So I am now thinking if they have been paid!!!!
Really fed up with it all
I honestly do not think this is fair on anyone that has paid their payments, claimed their PPI (whether any or not). Keep hassling as sometimes it's he who shouts loudest, totally wrong but have seen it on the forum.
IVA final payment left the bank on the 26th January 2013...looking forward to a debt free future.

Thankyou Melanie, I might take you up on that offer. I just feel that they ,or the one I talk to, doesn't seem to care if its affecting me or not. I'm a registered nurse, we can all make mistakes but I do believe that everyone deserves a second chance. I don't think they believe in that.
Just had some news. After saying that I was going to report them I get an email saying I should be receiving paperwork to allow my certificate to be released whilst still investigating PPI. What a coincidence.
