I am 3 years into my IVA and sucessfully renegotiated my payment from £1200 to £700 due to a massive underassessement of costs for car maintainance (recepits provided) and loss of school busses from the local county council. This was a accepted and approved in July 2012. Then my IP did a annual review in December not Sept as normal and has just informed me they want to raise it back toward £995. I have had no increase in income just in the next few months I will loose about 1/3 of child benefit at the next self assessement tax payment. (Currently worth £256 per month).
I have asked for an immediate telecom as this seems like ###k up and I have informed the IP I will stop the DD and switch to payment by BACS.

If your circumstances have not changed then your payments should remain the same. I would agree that you need to speak to your IP ...you will probably not have spoken to them direct ...maybe the review team have overlooked things ...certainly request a further review of your I&E.
