They will allow you to keep it if you need it, rather than just so you don't have to use public transport. However, I must say that each OR seems to be different - I was allowed to keep my car as I need it for work, but Scaredkez wasn't despite needing it to do the school run and get to work.

I wouldn't recommend transferring the car to your partner's name, as the OR wouldn't look kindly on that. There is a question on the BR form asking if you have sold or transferred any vehicle and you would need to declare yes.
